Harley was born on July 8, 1946 in Tulsa, Oklahoma to Leslie Harley and Viva Lorine (Dean) Carney. He graduated from Capital Hill High School in Oklahoma City in 1965. On September 13, 1966, Harley married Phyllis Marie Griffith, who preceded him in death on October 10, 2010. They were happily married for over thirty years. He was a machine worker for the Oilfield. Harley married Peggy Joyce Hughes on March 5, 1999. They were happily married for over sixteen years. He was a member of the Fun Runners Motorcycle Club and a lifetime member of the National Riflemen"s Association. Harley was a member of the Piney Creek Fellowship Church. Survivors include: his wife, Peggy Joyce Carney, of the home; sons: Harley Gene Carney, of OKC, OK; Charles Leroy Hughes and wife, Crissy, of Moore, OK; daughters: Tina Michella Carney, of OKC,OK: Dina Renella Mikel and husband, Alan, of Blanchard, OK; Sherry Jean King and husband, Chris, of Stigler, OK; sister, Janice Lee Carney, of Del City, OK; ten grandchildren: Olivia, Jennifer, Carrie, Crystal, Brittany, Chris Jr., James, Nathan, Marissa, and Meagen; and eleven great grandchildren. He is preceded in death by his parents, Leslie Harley Carney and Viva Lorine Dean; first wife, Phyllis Marie Carney; and grandparents on both sides.
